Luxembourg’s Development Cooperation

The Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade (MAE) has developed its strategy “The road to 2030”. In the realm of development cooperation, its primary goal is to contribute to the reduction and ultimate eradication of extreme poverty by supporting sustainable development across economic, social, and environmental spheres. Luxembourg aims to facilitate, particularly within its partner countries, the exploration of opportunities for closer collaboration between the various players in the private sector, leading to the establishment of innovative and mutually beneficial partnerships.

The Private sector engagement funds, financed by the MFA, serve as instrumental resources for achieving this strategy’s objectives.

LuxDev

LuxDev, the Luxembourg Development Cooperation Agency, is responsible for implementing cooperation projects on behalf of the Ministry of Foreign and European Affairs, Defence, Cooperation and Foreign Trade (MFA). LuxDev is active in 14 countries on 4 continents.

A dedicated team, based at the Luxembourg head office and in several priority cooperation countries, works with embassies, LuxDev country offices and the ecosystem of entrepreneurial players in Luxembourg and in the target countries to implement the Private sector engagement funds.

The Chamber of Commerce represents over 95,000 Luxembourg enterprises. Among its various roles, it provides advice and support to businesses seeking international expansion. As part of the BPF framework, it actively promotes this co-financing opportunity among its members. Representatives of the Chamber of Commerce are also engaged in the selection of BPF projects.

Luxinnovation, the national innovation agency, empowers enterprises to innovate today, ensuring their readiness for tomorrow. As part of the BPF framework, it promotes this co-financing tool within its network and assists candidates in preparing detailed project proposals. Additionally, it can identify potential Luxembourgish partners interested in collaborating on innovative initiatives with entities in developing countries.

The Ministry of the Economy oversees the country’s economic policy, making strategic decisions and implementing necessary instruments to foster the dynamism and sustainable development of the national economy, in line with its mandate. A representative from the Ministry of the Economy participates in the selection of BPF projects.
